No, he's referencing the return of the series after the mid season hiatus in the US.
So far all C5 have confirmed is that they will broadcast Series 3 in the UK in 2017, but as yet no date has been scheduled.
I've just watched up to Ep14, still waiting for the hiatus return which is next week So far all C5 have confirmed is that they will broadcast Series 3 in the UK in 2017, but as yet no date has been scheduled.
So, chances that Pengiun will come back from that? Given that nobody has stayed dead recently I think pretty high.
An update for those who don't have access to the US broadcasts.
C5 have released a statement saying that they are still planning to broadcast Season 3 in the UK. Unfortunately it's going to form part of their late autumn / winter scheduling so don't expect to see it start until late October / early November '17 at the earliest They have also stated that, at the moment, there are no plans whatsoever to pick up the UK broadcast rights to Season 4 and beyond
It appears that decision is quite possibly related to Warner looking to market a larger volume of their products direct to Netflix & Amazon, for streaming first, before any subsequent UK terrestrial broadcasts. The fact that Warner have already slated the Gotham Series 3 DVD & Blu Ray packages for a confirmed UK release on 28th August suggests that's probably correct.

A heads up for any UK based viewers.
Amazon (for the physical DVD) and Netflix (for streaming) appear likely to be the only way to get S3 now as C5 appear to have gone quiet over whether or not they will broadcast S3, or if they have rights any more.
It would seem that, at some point earlier this year, there was a disagreement over UK broadcast rights between C5 (UK broadcaster), Warner (production studio) & Fox (US broadcaster). It appears Fox, as part of the renewal of the US broadcast deal, wanted it to be broadcast in the UK exclusively on their own channel on Sky. Warner however preferred a more immediate "streaming first" plan on Netflix, with any TV broadcast delayed by 6-9 months (like Lucifer). Meanwhile C5 said they already had an agreement in principle to show S3.
This would certainly explain why the physical DVD was launched by the studio in August, followed by the Netflix availability a week later.

C4 started running a short promo sting during TBBT & Young Sheldon this evening, that says "E4 is the new home of Gotham" alongside a Coming Soon message.
No info online, as yet, to suggest whether E4 have picked up the entire UK rights (including back to Season 1, 2 & Season 3 that was never shown on C5 and went straight to DVD / Netflix) or if they will start from Season 4 - however an announcement is expected "shortly".

They are all just TV channels, I can't see what makes one any sttier than another?
Importing a programme to hold it back, give it stty schedules, bury it online. 4 has a history of doing all/some. Other channels manage to buy and show programmes in relativity reasonable time, like a week.SOme channels are clearly sttier than others by output and content and action
