I'd kinda agree with that...I feel that, if anything, the Doctors have been diminished by the companions that have been selected.As evidence I offer up:

I'd expected the time lords to be seen to be fighting the time war by sending time machines full of soldiers back in time to try and destroy the Daleks at various points in the time-line. Especially back to the point at which Davros was creating them.
With all of time and space to play with they had the Daleks at a massive dis-advantage.
