Interestingly the part originally was supposed to be a bumbling and hapless buffoon. Mercurio stated that when Adrian Dunbar auditioned he wasn’t that but actually brought something that was good for the role.
What Dunbar has brought, and what works, is the sense of moral certainty and incorruptible standards.
The thing that what both variants of the role have is to place them above suspicion: Hastings is either too stupid or honest to be a bad and therefore not on the radar. The fact that Mercurio was happy to flip a character type from such extremes suggests the important part of Hastings role is to appear to be something he is categorically not. Possibly

It would make a mockery of the past 4 seasons, and most of his catchphrases would be rendered useless
