Slightly different from the usual TV license question.

TV Licensing said:
You need to be covered by a valid TV Licence if you watch or record TV as it's being broadcast.
What is "TV"? Could you technically be watching "TV as it's being broadcast" by having a Skype chat?

No, you do not need a TV license to watch BBC iPlayer unless you are viewing a live stream (not sure if iPlayer ever has this).

That's my question. What is television? Does it need to be available to the public?

What about the 'Rat babies' camera set up by a PHer? Is that television? Would you require a licence to watch it?
