I'm not convinced by the veracity of the story, and if it is true its likely to be a trick to get Ukriane to say "OK, we can discuss that" and then Putin says "OK, if you want to surrender we want Odessa."but that is quite a change in rhetoric
I can't believe Putin would be willing to pause the war here and if he did the simplest way would to to just stop, there's no way Ukraine can put an offensive together right now.

My vote is with the longer range ATACMS, they are simply too fast for any Russian air defence to intercept them (3x faster than HIMARS iirc) recent territory gains - can be sold as a win

I think so far the longer range version have had 100% success rate.
