Refusing to stop should be grounds enough surely. I am perplexed how he got away scot free with his actions.The message this puts out is very damaging and makes the job of policing practically impossible.

It's not unreasonable at all. Perhaps some people's prejudices are bubbling up.
What is also not unreasonable is the Police having a heightened level of suspicion in the relatively few number of vehicles being out and about at 4am. I would assume they get a reasonable strike rate of drink drivers and other dumb criminals who think the cover of night protects them. All but one of the times I've been pulled in my youth have been in the middle of the night.
This guy was in a different car to the last stop I believe, so the notion that he is being persecuted by the Met is a bit silly. The BBC, though, were happy enough to push the narrative that this same black guy got stopped twice in two years ipso facto they have an agenda.
As has been said above the media was pretty breathless about this on the day it happened, with multiple videos and interviews being posted. The idea that this was done to crowd out any legitimate questions about why he had his phone in his lap, why he failed to stop, etc holds water in my opinion.

In my youth I seemed to get stopped at least once a year, maybe more often. I can think of 5 or 6 instances off the top of my head. I can't think of a single instance where I ignored them and drove on though.

I remember being stopped by the Police jogging home from a mate’s house, wearing a black hoodie. I was asked where I had been, where I was going, etc.
In retrospect maybe I should’ve taken massive offence and called the Beeb to let them know I’d been profiled as a burglar because of what I was wearing and what time of night I was out, instead of just assuming as I did at the time that it was a bit of proactive policing and that I looked sus af (as the kids say) running along at 2am in dark clothes and a hoodie.
