"It comes as police across the Scandinavian country pleaded for the government to grant them more resources as the force is struggling to cope with crime in "no-go" areas".
The link I posted explained the reasons why the "no-go" areas are described as such.
"On the brink" would I imagine mean being unable to cope with the problems caused with the resources (manpower) they have.

I didn't know about the problems in Sweden until I saw this thread on PH have not seen any news about this problem which I find quite shocking.

It's not just Malmo with the car fires, we had 3 cars torched last night in a small village close by. It happens all across Sweden fairly regularly and doesn't really have much to do with the issues to do with migration, it is more likely bored teenagers in most instances (once they run out of Pokemon to catch).
The police here are just as out of touch with reality as anywhere else, but they are severely under-resourced also which is not helping them and recruitment is a major issue for them. It is down to the Socialists for this, they are happy to spend Millions of SEK on re-building every bus stop in the city whether they needed it or not and underfunding the police!

For info, in the UK I believe it to be the case that we have more police and more police per head than in the 1950's. Additionally, since then the police have given a number of jobs away to be done by others... off the top of my head (IIRC) CPS, protecting buildings, prisons too (?). Our kommun is really struggling, 22 million sek in the red and counting - lots of public workers only able to work 75% of their shifts at the moment. But more and more immigrants seem to be arriving in town and getting massive hand outs and living above the Systembolaget for free. It's these kind of things that will eventually lead to something stupid happening when the far right gain enough traction with more moderate people... (all in my opinion)
