The annual MOT is a pain, but a necessary one. Germany has 2 year MOT's for used cars, but far more comprehensive that results in marginal cars being scrapped.

I'm sorry, you attribute far too much on the masses who don't care what state their vehicle is in because it's a space that they have to provide minimal input into to get to work whilst tweeting and facebooking their 'friends'. I'd even put up with a 6-monthly check.
