I don't think anyone is considering the act of silent prayer to be harassment (because prayer isn't a thing) it is where she chooses to position herself for the protest, which is.Standing still is still a protest, especially if you're called Just Stop Oil, right?

Why does anyone go to church, the mosque, the Vatican, the wailing wall, Mecca? It's not a new thing for believers to believe prayers said at certain location are more likely to be heard. People who are saying "clearly this was a protest or else she wouldn't have blah blah blah" are just guessing. Even if they are right, they are still guessing. As protest at the clinic wasn't allowed, let's assume for a moment she decided not to protest, but just to go along and stand in silent prayer, praying for god to shut the clinic, for god to make the women change their mind, etc.
So a woman turns up to go into the clinic and there's a random woman praying outside. That's not a protest, harassment, intimidation, etc. The woman who sees her has no idea if she's waiting for a mate, praying for the the success of the clinic, waiting for an Uber having just come out of the clinic, waiting for her daughter who is having an abortion etc. No idea at all.
