If OTC markets have been writing more CDS contracts than bonds in existance then one might see why the last thing many institutions want is for the CDS terms to be triggered and for the subsequent OTCs to mirror?

Are their OTCs on CDS?

CDS don't settle with physical bonds any more, it's through an auction process. So that is not an issue.

It was a huge issue in the past though.
