Seems to be a nuclear waste storage facility and decommissioning plant, not a nuclear power station:

Yes. It was a waste incinerator in a plant that handles very low contamination waste such as clothing, gloves, paper towels etc.http://www.bbc.co.uk/news/world-europe-14883521

Many years ago I was chatting to a senior manager at Sizewell A whilst doing some consultancy there and we were discussing the media view of the nuclear industry.
He said that if they have a chef in the canteen involved in an accident - say they cut off a finger - it's never reported as 'Chef loses finger in canteen accident', it's 'Nuclear worker loses finger in accident at nuclear power station'.
