I think part of the reason is that very few have any knowledge of the regs and procedures. It is, I assume, something that only comes up once in a while. There are security staff at my local marina but they probably do not feel the need to report such things.
I would have thought that if you were assigned to a station by a port or marina you would have appropriate training to deal with that.

You don't have much to do with the police then?

SB are the only ones assigned to a port as such. The police at airports are mainly there for security.

When I was a probationer I did a project on the police rabies response - it was ever so well done, with pictures, paragraphs and a cover. My super actually read it, saying that he found it interesting and enlightening. He had no knowledge of the procedures. Had an outbreak happened he'd have got the books out.
