Many already do - by negotiating a salary with the employee. Most private sector companies don't have such rigid 'grades'.
the usual PH bias towards powerfully built company directors comes to the for, I suspect you'll find for none management grades in private sector businesses they don't get any negotiation of wage rates and if there is any progression it'll be incremental and/or based on a n arbitrary performance related basis..

wouldany of those reading who work in none management or lower -middle management for national names like to comment ?
