I heard the whinging on the BBC news this morning, how turning off street lights will lead to a new armageddon on our roads ( link).
I think having street lighting off by default after midnight is the right way to go. From the BBC link, those people actually in the know support it, but a member of a commons select committee is arguing against it.

On the by-pass near where I live they switched the lights off for a bit, but it made it bloody hard to see the round about properly and truly did make it more dangerous. Luckily they have now switched them back on.
But lets use common sense here:
1. Why waste time, money, materials, energy, manpower on putting the lights and cables in, if you then don't use them.
2. Claiming it's to lower Co2 for environmental reasons is total horse st. If that was the case all the electronic billboards and advertising boards with lights or powered would also be switched off, but they aren't.
3. How much free time or little in your life must you have to waste it campaigning to switch off street lamps???
Turning street lights off does not make it more dangerous to drive. Drivers driving not to the conditions are the danger.
I would suggest the opposite based upon when road marking have been removed from test areas cars drivers are more cautious.
The only part of the 'road network' I would say to have lights on at night is the motorways.
Dont forget many villages and most rural roads have no lights.
Its unessary to spend money on lights - the country is broke - thus it would be a sensible cut. Remember what this country needs to do to cut its debt Keep ESSENTAL services, sort out essential from desirable and from nice.
