Weeeell, he has been head of that racial inequality thing and to be fair to TP, the articles I've read from him - he doesn't shy away from speaking what appear to be uncomfortable truths. Given his background, nobody gets to take any kind of moral highground to accuse him of racism at all.

I tend to agree with many things he says. Whether owt gets done about it is an entirely different kettle of fish!

It would be racism to say something like “all those stabbings are being done because they’re black”

But not racism to say “black peoples are responsible for the majority of stabbings in London” (assuming that was true of course).

At least that’s how I would interpret it anyway but if there’s a definite legal definition to the contrary I’m happy to be corrected.

Context is everything though.
If it were racist to say or write observable facts as TP did on QT then many other presenters, media, academics etc would also be guilty of it.

The problem is that over time the fear of accusations of racism has embedded itself so much that people don’t risk anything that might attract such an accusation, the outcomes being things like large scale child abuse in some northern cities etc. going uninvestiaged.

If you're white and you publicly mention anything remotely related to race, it's going to be called out as racist on Twitter regardless.

It seems Twitter will even call out black people as racist when talking about black people.

What you are describing seems to be the underlying aim of the PC brigade. It tries to use a sense of guilt, to shut down any debate on sensitive subjects.
PC has a lot to answer for.

Admire perhaps too stronger term, but essentially yes, in a sea of froth, TP is now a sensible, considered voice.
