I am 
at 'NHS car' in the article. It's her own car, the NHS doesn't provide DNs with cars, never has and never will - my area is having real trouble recruiting at the moment because they've got to have a driving license and own car...

I won't go into the moral dilemma that can arise if a man in his early 20's is in charge of a large group of school children at a youth hostel that happens to be home to a group of very friendly sixth form girls

No matter how much you want to defend this behaviour, she still broke the law. It is not socially acceptable in HER society. Just so we are getting the facts straight, in countries and cultural/social environments where sex is legal at let's say 13 years of age it is still very frowned upon for older people to be engaging in sexual relationships with people this age. Sexual relationships with their peers is acceptable.
The situation you were trying to use as an example would still be frowned upon as is is elsewhere.
