Build a proper database from NHS medical records. No opt-out, but no raw or anonymised data should ever be released.
Instead, a team of statisticians and epidemiologists could be commisioned to perform studies on this massive dataset, for a fee.
The database would easily be the biggest and most comprehensive in the world; the fee could be huge - and it would still provide better information at lower cost than any survey could.

Parliament only convenes when called as necessary via an agreed consortium of the main parties (three from each) or at agreed specific times - Budget, for example. Rest of the stuff can be done via Skype or other virtual means.

2. Drastically cut military funding, more reliant on a reservist army, remit is to defend borders, remain politically neutral in all international conflict
3. Massively expand free childcare provision so that single parents can work full time rather than rely on benefits and both parents can afford to work if they wish to. Free from 1 year old until they go to primary school.
4. Introduce a Land Value Tax and gradually expand that whilst reducing taxes on income and spending (fuel duty, VAT etc) - would want this to raise around 10-15% more than the current system. Flat rate on income taxes.
5. Raise minimum wage to £9.50 an hour over the course of 2 parliament terms, adjusted upwards for inflation.
6. MPs banned from having any other job.
7. Encourage co-operative ownership business models such as John Lewis' with large tax breaks.
8. Move the criminal justice system to model Norway's - rehabilitation being the primary aim, not retribution.
9. Copyright and intellectual property expire on death of the creator.
10. Inheritance tax allowance moved to the individual, not the state. £350k lifetime limit, 100% tax over that - deceased can give to charity with no tax liability.
11. All current UK residents given voting rights at every election.
12. Remove ridiculous marginal tax rates for those exiting benefits for work, although minimum wage raise will largely do this.
13. Reassess green belt land with the aim of building circa 1m affordable homes over parliament term (research needed into exact demand!)

The problem is the wrong people in the wrong places. Get rid of them and it might start working...
