The council were absolutely correct to prosecute.
I doubt that this youngish woman was keeping a record for tax or VAT purposes.
Think of the guy that owned the nearby corner shop,him having to pay rent ,business rates,utilities and staff renumeration.
This tells you all you need to know about how this once great country has lost it's sense of direction and fairness.
A short,sharp,shock jail sentence is appropriate to restore a strong and stable governance.

Train their staff properly for starters. Wouldn't be difficult to knock up a How to not be a moron at work course.

Although based on my experiences on contracts with councils, they seem to have a HR policy that is very inclusive when it comes to morons.
