What would the further enforcement action comprise? You do realise, heinous 'though it is to use clothes airers in public, forfeiture of the lease in not really a likely sanction. As an example, when I first moved in I was shuffling things around and trying to make it all fit. I had a clothes rack completely folded up and unused on the balcony, and within 15 mins had an email titled “BREACH OF LEASE”, stating that on a routine patrol they had noticed the rack and it was to be removed immediately, else further enforcement action would be taken.

Sounds like a right dodgy sthole to be honest (it’s not Bognor or perhaps East Preston is it?)

I am rather bemused by the reaction here, I thought it was standard in most developments. Certainly has been my experience in HK, SG, and now London, plus friends’ places I’ve visited in NY.
