Still early days info is sketchy from a translation of a German tweet pinch of salt until conformed obviously.
Reports coming in of two people with back packs one tried to enter some sort of open air concert? But wasn't allowed. Went to a restaurant.
Anybody able to translate

I don't think this was one of the most meticulously planned attacks - they turned him away because he didn't have a ticket..And presumably speculating about his motives will also be wrong.

This individual highlights there's something very wrong with the way Germany is processing refugees - he was denied asylum because he didn't meet their criteria, get couldn't be deported because it wasn't safe for him to go back home... Isn't that normally one of the common reasons for granting asylum - that to be sent back would put their life at risk.
