To be clear, there is a difference between public-sector (or quasi-public-sector) companies and private-sector companies. And, to a certain extent, large versus small companies. Finally, those companies where the "stars" make a huge part of the overall profit are also different.
How we (small, private sector and "star" driven profitability) would deal with this sort of thing versus how the civil service would deal with it are polar opposites.

There is no line, that is the problem. Each situation has to be and must be judge on its own merit.
