Mergers always bring problems.
HMCE was always a more aggressive and "police" type operation - which relates to their long history regarding smugglers and contraband etc. They predate the police, let alone the Inland Revenue and had quite wide ranging powers, which the Inland Revenue were very jealous of.
Part of the merger was to allow the Inland Revenue to acquire those powers for themselves.

Every dealing I’ve had (bar one bad experience with an enforcement officer who possibly acted illegally) at HMRC have been excellent and extremely nice, mind you I am nice to them so it’s probably a two way street, if you ring up giving the person at the end of the phone stick, they’ll likely give it back - and that goes for dealing with anyone in the phone.
I don't have to contact them often, but when I do, as a business owner, it's hit and miss who you get through to.First line seem to be uninterested, unmotivated and sick of their life.
Once you get through to someone inside an actual department, then things improve.
That's my experience anyway.
