I think you will find that money from many muslim states is controlled by the mosques and aid is funnelled through Mecca and thus classed as originating from Saudi Arabia. Not quite sure of the exact mechanics but it's not quite as simple as one country giving to another.

India would be the best bet to actually help by way of military hardware and logistics....but the PAK military will never allow it. Do you think India would let such an opportunity for political point scoring slip? They offered cash instead...Pakistan waited a week before they accepted, its not about the poor people...it never was! The Zardari fool was in UK making sure his core supporters and financiers were happy while his people were dying!!!
