I thought it was fairly common in Afghanistan, I saw a programme about the Guards over there and everyone seemed to be sporting a beard.
So much so, that at one point (possibly still the case now), that it was accepted for gorund troops not to shave. It was to do with fitting in with the locals, but more from the perspective of having the locals accept you by making an effort to respect their culture.

They can also get away with as there's no NBC threat either.

Facial hair breaks the seal of a respirator. Don't mean to teach anyone to suck eggs.
