Slightly different i would have thought, these are mainly made of brick which would be fine in the event of a fire. Concrete expands and essentially explodes as the water in it expands.

And I believe Network Rail a few years back actually reviewed the use of railway arch businesses and prohibited certain types IIRC, to limit risk.

Main problem for the railway seems to be fires involving Acetylene cylinders next to or in arches under the line. So much so that Network Rail & Qinetiq designed a device to deal with them - clicky
