China use a completely different version of the internet to the rest of the world.
The counterpoint is that you can't go to virtually anywhere in the world and find an english speaker quickly.
Chinese users can access a heavily censored internet, but it's not completely different. Their first service was not TCP/IP (which is going back over 20 years) but is now I believe.
That may be true, but I would suggest that you could, on aggregate, go virtually anywhere in the world and find an English speaker more quickly than any other given language.
