A similar kind of set up on the site I'm on at the minute, the stone is in cages to form a wall, drainage as well.The pipes at the top on the site I'm on are for fence posts to be dropped into for the fence as there is a big drop over the edge, those pictures show a similar thing with the fire fighters ladders against the stone cages.
Could be the same set up or could be something totally different but you'd need some form of fence or barrier due to the drop and you can't drill or dig into the stones.

The cages are gabion baskets that will be used to shore up the steep ground. I know you can't wrap them up in cotton wool but that does seem an awfully long way to be letting a seven year old walk unsupervised.
Thing is, I suspect this could have happened had the building site been just across the road, on the basis if you let them out of your sight something bad can just about always happen.
Too many "if only's" and I'm sure the parents will be asking themselves those questions for a very very long time

Agree - but I feel the distance he walked home is something of a red herring. The building site is considerably closer to his home than the park is (3 roads away - or a little over 300 meters on foot) - and presumably he could have gone (and by the sounds of it did) into that building site and come to the same fate at any time. I used to play in the local park at his age - and although the entrance was only about 50 meters from home - I could roam anywhere in that park and could easily be as far away as this building site is from his home.

It could be a neighbour who felt it's more discreet to set up a just giving type page than give money directly to the family. Funerals cost a few thousand these days. you can claim for some funeral expenses if you are on a low income
