The boy showed clock to engineering teacher. It takes all of 2 seconds for anyone who looked at the 'clock' to see that it's not a bomb but badly re-assembled 70s clock.

I wouldn't be entirely surprised if his father engineered this whole thing and I'd guess he is rubbing his hands together now at the prospect of 15 million dollars, which is probably far more than he was ever hoping to extort from this scam. I've got no sympathy at all for these parasitic scumbags.
