Wouldnt his contract have to say doing that was gross something to be able to sack him for it?

Normally these services are outsourced so it was probably someone employed in the private sector who did this.

Pedantic mode off.

Don't see why the council chief executive is apologising personally then.

Sounds to me that the Malverns Hills Council run it themselves - http://www.malvernhills.gov.uk/cms/refuse-and-recy...

The last line is union speak and this is why he hasn't been sacked.

This is gross (pardon the pun) misconduct if you neede the toilet while out on your rounds there is no chance in hell it's acceptable to do it on a customers property.

The council doesn't and shouldn't have to make sure there staff have all had thier toilet time.

public sector = soft touch

Although maybe it has been denied by the binmen?

Ive been caught short many times while a postie in NZ. Delivery rounds take up to 8 hours at times with no "facilities" to hand.
So plenty of nooks and crannies were used.

Not sure what the issue is smile

Though it makes sense to at least flick the turd out of the way, perhaps not using the handful of letters in one's hand!
