It's nonsense anyway, purely political posturing to reassure those who don't understand how the system works, and to prevent one of two things the state fears most, in this case a run on a bank, the other being riots.

Is this per bank? Ie if you have £150,000 and put £75,000 in hsbc and £75,000 in barclays are they both guarunteed? If so surely this is bad for banks business

Per banking licence. So you could have £75,000 in HSBC and £75,000 in Barclays as they have their own banking licences but you would be limited to £75,000 across both HSBC and First Direct because they share the same banking licence.
