Our wonderful Mayor has confirmed the expansion to cover the majority of London will go ahead August 2023.

And seeing as a fair proportion of 'the poor and those on low incomes' will not drive (living in a capital city with a good public transport system), they won't care about his LEZ/ULEZ plans.
I'll give you an example. My Gran's carer looks after a dozen or so old folks in a radius of say two-three miles, she drives a non-compliant car, she will now have to buy a newer car or pay a daily charge, I doubt she is on much more than minimum wage. She does 3k miles per annum, she has had the same car for 8 years .

There will be lots of examples like this.

Yes lots of owners with 'classic' cars and toys will be caught, my mate has a 2002 XJR, he will have to sell or pay the fee for the twice a month he uses it.

Is it a petrol? I checked and looks like a 2001 XJR is ulez exempt, so your mate won't have to pay it. Lucky sod!
He checked it on the site a while back, ETA you may be right, he's checking again,

Why sell if he only does twice a month trip into zone?
It will be his choice, anyway it looks like his car is compliant after all.

My 1969 Volvo Amazon is exempt and I drive it in the ULEZ zone where I live most days. If I go West into London I always take public transport.

My five litre TVR doesn't get much use though these days, to be fair. frown

Yes anything 'tax exempt' is not charged, both my TVRs where non compliant, sold them a few years ago as the pleasure of driving them had diminished due to ULEZ and speed limits and speed humps and cameras and.........

No way will they have spent millions on a system, only for the revenue to decrease year-on-year, as it will (even if no one was bothered about the cost, natural wastage would reduce the number of chargeable cars every year).
They are bound to shift the goalposts at some point, and it will be cheap for them to do so as well.
Yes the goal posts will move and it is those less well off who will suffer the most.

The wealthy will just pay up or buy shinny new electric cars, they will continue to drive as public transport is beneath them.

Those with company cars, or company vans, will just continue to drive 'as it's free', companies will pass on the costs to customers, eventually consumers will pay, the poor will be affected the most.

Tradesman with older vehicles will just charge their customers more, the consumer will pay.

Those on low wages that need to drive will have to pay up, or give up.

Like the congestion charge, it is a tax on the poor.

EV Taxis / Vans / Private Hire
Buses

No reason to drive a car round town, walk or get the tube.
What about delivery vehicles? Service engineers needed to keep things running? Tradesman referring buildings? Lorries delivering building products and taking away waste. You cannot expect all these to go electric. London would grind to a halt. You haven't really thought this through.
