A savings account makes more sense for almost everyone, other than higher or additional rate taxpayers who max out their ISAs every year and either don't have (additional) or have used (higher) their personal savings allowance. Premium bond winnings don’t need to be included in this calculation as it’s not classed as interest.

Do you have a link to the form? I have some paper bonds which were bought by my parents when I was born. Small money, but could of had a win in the last 40+ years. I might be thinking of what we had to do when FIL died.
I think you could check if your bonds have won anyway and if the address is still valid you'd have been told.
