It's probably just that far more people deposit a large lump than drip-feed smaller amounts in. It shouldn't, in theory, make any difference whatsoever.
I've had premium bonds for about 40 years with varying amounts of value invested between £200 and about £20,000. What I noticed is that I won't have anything for six months and then I'll have three or four months where I win something. Then rinse and repeat. When I did have 20k invested the wins were more frequent than when I had 200 but that cycle still seemed to hold true for me.
