You don't need planning permission if you are going th fly the union flag but you do need it for "bobs second hand cars" flags or the St George cross I believe.Better to check though rather than getting a snotty letter.

Flying the flag on a flagpole = acceptible, we should be proud to be British / English /Welsh / Scottish / a pirate.
Hanging a 3 lions St George from a bedroom window = a bit chavvy.
Neither of these is racist, a racist flag would be "send them all back" and a picture of Enoch powell draped over your garage door. Thats not exactly pee cee.

I drove through a smallish Essex town last week (possibly Ockenden or similar - was doing a detour to avoid M25 traffic) and was surprised to see the Union Flag and St George's Cross literally everywhere - houses, pubs, businesses and from every single lamppost in the town! The lampposts made me think it was a council thing rather than just some patriotic locals (they were all identical and very high).
We shouldn't be surprised by these shows of patriotism, but unfortunately they are far too rare.

Round my way there were very few flags flying on the day itself unfortunately, let alone a week later.
