Just salt a giant cock and balls in his grass and wait for the grass to die off. It's a little more holistic in its approach than the above.

My neighbour is about 25 he doesn't work and never leaves the house, I couldn't tell you what he looked like. Seems to leave the taps running all day for some odd reason and has about 10 dogs which never get walked. Outside of the house is a fking mess, weeds about 3ft high, moss everywhere and most people think it's been abandoned.
It's not my business but since the hot weather on one side there's a fking awful smell when the wind blows which means he doesn't really think taking out bins or recycling is on the agenda.
Landlord is getting his rent and is never up to check the place so doesn't care.

For a start, the bush in question is on the opposite side of the road to the strange neighbour's house, apparently on the OP's land.
