Latest planning guidelines which are national as far as I am aware is that pre planning discussion is part of the procedure and if you make an application without consulting first this will be noted if application is refused.
Had experience of planning involving tree officers on two occasions, learnt a lot from the first(which took 2years) finding the right tree specialist was the secret(tried 2 before getting agood one). Not read all of this post so not sure exactly what your problem is but if you quote pages will have a look
Second occasion was to constuct a garage that was in root protection area, tree officer came out and we measured tree diameter/ distance on site and after sending in a sketch he OK'd subject to full planning application(in a conservation area). Did this before buying property so it was extremely important to me. Previous owner had made an application for new property(refused) in garden for which he had to provide a tree survey and plan. The tree was in wrong place on plan and wrong circumference so was able to correct for my planning application. From memory rpa was 8.9 metre and allowed to build with normal footings at 7metres away so not as intrusive as yours.
My LPA tree officers attitude was that most root ptotection problems could be overcome with right constuction methods.

Well you can build walls on top of steel beams and PFCs, so why not put the foundations in each side of the roots, and then sling a steel beam across the top to build your wall on?

A structural engineer can simply and readily compute the beam needed, and it shouldn't cost too much to do as it's basically a single beam.
It's the corner of the garage which encroaches into the RPA so I am not sure that would work.

The RPA radi is 10.8 what I really want to do is trench fill with a root barrier. What would the typical depth of a garage foundation be? We only had to go 900mm for the house which is considerably taller and more weighty!

Not sure if it would work - but worth asking - a single pile at the corner would not disrupt the tree and would allow you to use a beam - even a cast concrete one. There are many types of piles - some even just screw into the ground.

This is what my tree officer suggested before he came on site but after visit agrred (after sending him a plan) that could just use normal footings.
What is the distance to the garage
What is land currently used for
Is it level or does it rise or wall away from tree
Have you shown plans to LPA yet
Why is crown shown on plan is a low growing tree that would require some crown removal for garage to fit

I would need to check the exact dimensions on site but the corner of the garage would probably be around 4m from the tree I would have thought. Previous use of the land was garden and the land is pretty much flat. No plans have been shown to the local authority because we wanted to get all our ducks in a row first. Our architect's view of the tree protection officer is that he is very negative and if given a choice would force us to use the least invasive method possible.

Is it feasible to carry out a test excavation my hand to determine whether we would hit any roots?

Sorry to hear about the lung, Muncher. Probably best that you don't borrow the paint sprayer...

If photo of plan is to scale looks more like 6metres. Is garage approx 6mx 19m (outside). Extra 2 metres would make a big difference IMO. Just seen photo on page 50 presume tree is one in back garden and you are in conservation area so thatyou just can't chop down. Good advise from your tree man my immediate reaction would be to apply to fell tree (presume it can't be seen from road) but would need to know a lot more before going doen this route.

Had to do a test dig to get OK for drive to pass near left hand tree don't think it would help at this stage.
Whats the building at the back of the plot, is it yours?

There's no chance of removing the tree, it is quite visible from the road.

The garage should actually be 11m long but I don't think the plan is quite right.

Have you had an arboriculturist look at tree. 1st time had problem with tree LPA claimed it was ne of oldest in country,headlines in local paper and local MP objecting. Once got right arboriculturist he dealt with it. Need someone whos knows what they are doing and how to deal wqith LPA

Yep, we have her draft report, we are trying to agree with her what we want it to say at the moment. We have a bit of a cunning plan which we are going to run past building control tomorrow involving a concrete raft foundation and some slight bending of the rules.
