Hi Freckle. You should have a copy of the 1961 deed(if not your solicitor not done a full enquiry).In my limited experience a row is only usually granted over land owned by others. So in this case would expect you to have a ROW over 1/2 drive adjacent to neighbours house and for neighbour to have a ROW over your land adjacent to your house. Most would include the same conditions about restricting the access in any way(permanent or temporary)for both properties. Usually ROW has to be across full width(in my case it was for a wheelbarrow but lawyer advised that it has to be a wheelbarrow over ALL of width(i.e blocking 6foot on a 8foot ROW would not be allowed). You really need to take title deeds to a good solicitor and to get a letter advising that you will take injunction if neighbour proceeds (presuming that he is acting against ROW conditions). Was purchase done by a conveyancing company or a solicitor- may be that you have to get advise from a different one to the one that did conveyancing for you. HTH
Yep you need the 1961 deed or you need to look further through the title doc to see if the full detail of the ROW is set out. If the detail isn't set out then the LR should have the deed, I'm not sure if you can download docs from the public land reg site, you can from the professional version, it'll probably cost you a tenner if you can. As there is no indicated line of ROW on your plan it's probably described by wording only which may or may not be helpful.
