Agricultural land requires planning permission to change the surface from earth to gravel tarmac concrete etc. My neighbour laid gravel at one of his field gate entrances where it got all muddy and boggy and received an enforcement notice requiring him to remove it. Of course they have to see it first, but nowadays I think they use aerial surveys.You also need planning permission to change agricultural land to use for horses. Not sure why horses aren't regarded as agricultural use. All seems rather strange to me.
Agricultural land use planning rules are totally out of date with modern farming needs as far as I am concerned.
Gardens are a completely different kettle of fish of course.

Equine grazing is agricultural, but anything more is a "leisure" activity, probably because horses tend to be "farmed" for leisure rather than for food...https://www.tozers.co.uk/agricultural-use-v-equest...
