Can you sue a council?!

Every week, my local council fails to collect my household rubbish.... We have a selection of bins for various rubbish and the correct one is out out every time, and every week there's a different excuse.
This week it's 'contractor can't gain access due to overhanging branches' which is bks.
What action can I take as I'm truly fed up with it. I pay the highest rate of council tax, which serves to make this more irritating.

Arguing with a council is like wrestling a large octopus, and they have more resources/money than you do. What you could do, if normal channels fail, is open an official complaint. From my dealings with my county council, that's the step when they sit up and start to take things more seriously. And then it comes down to proveable facts - so if you're really bothered, start keeping a log.
ETA: V8mate makes a good point; I was getting nowhere with the council in my dispute but happened to meet a councillor at a wedding. They were very fair, very helpful, and took a neutral view rather than the bunker mentality of the managers. Once they were being attacked from above as well, it really got things moving.
