Building an extension. Are drawings required?

Sorry for the boring post but I'm struggling to find this info anywhere.
I want to get a sunroom built on the rear of my house. 3 x 3 meters (it falls within permitted development).
I've managed to get a quote from one company with just some nice chap coming to the house and taking a few measurements. No mention of drawings.
I then tried a local reputable builder who said they wouldn't do anything without drawings, and then proceeded to give me the number of his recommended architect.
Am i right to think that:
I only need an architect to provide drawings if I'm using a builder?
If I'm using a larger company then they will not require plans and do it to their own (agreed) specification?
If the above is correct then is it worth taking the chance on paying £400 for drawings first and then finding a builder £400 cheaper than a bigger company?? It just seems like catch 22.

Technically, you don't need drawings if it's PD under Planning: Building Regulations can be done under a Building Notice and if it's really simple, then yes, you can just agree the design and specification verbally with the builder.
Is it a good idea to enter into a contract with a builder that is entirely verbal and unsupported by even simple drawings? I'd say that a few £hundred for plans is good insurance, but then I'm biased, I guess!
