Didn't know whether this would be one for Law or Home, so thought I would throw it in here:

Does anyone know the rules surrounding a council renting a private home to use for temporary / emergency accommodation?

The council appear to be renting the house next door and three different families have been in / out in the past 4-6 weeks. It's not been great...

Should the council be informing residents of what they are using the house for or is this none of my business, so to speak?

nothing you can do - its not your house. Up to the council/owners if they have let it to the council who they put in.
If they cause a nuisance then complaint to council but unlikely to get any results there as it takes too long or of more serious the police.

I really would be careful of having any official communication with the council, if you do there will be a record of it somewhere and would have to be declared when you sell your house
