Dado rail to picture rail

Hello,

I live in an olds house that has been poorly renovated in the past. Where a picture rail should be someone has put a dado rail. Without removing the dado rail and ruining my paintwork and wallpaper is there a simple solution to make it suitable to hang pictures? I was thinking of adding small bedding to create a lip. Any ideas or tips would be appreciated.

Picture rail hooks? You should be able to wedge them in between the back of the dado and plaster.

How big is the dado? Would it look very silly with picture rail immediately above it? Maybe with dado the colour of the wall below, and the picture rail a contrast?

I don’t want to use nails on the wall because my “art” gets moved around a lot ha ha

Someone else suggested putting a picture rail above the dado rail. I would be happy with that if I could find a thin or slim picture rail .
