Quickie question....

What are the rules for planning permissions on an extension?

Basically what can i do without permission? a conservatory? Something about percentage of glass in the building, is this a fact?

Also im assuming councils differ on the rules?

The rules changed last year to relax what can be done as part of your permitted development.

Even if you don't need planning permission it's worth getting a certificate of lawful development, It costs around £75.

There's a quite guide to what can be done here

bit of a topic bump...

whats the best ( is there any? ) way of reinstating permitted development rights if they were removed as part of grant of an original planning permission to convert a property?

I would have thought the process of applying to get permitted development rights reinstated would be just as (if not more) difficult than just applying for planning permission for whatever it is you wish to do?

Very difficult I would say. It would be easier to make an application for whatever it is you want to do. Councils often remove permitted development rights if they thenk a site is at its maximum developed capacity. Or for the cynical amongst us....because it means they can get more application fees.
