Poxy boiler....

Once again (this is the third time), it appears the DHW heat exchanger is SNAFU and Im not getting much in the way of hot water.
The last new one was fitted just over two years ago, with a new anti scale thing inline to the DHW feed.
The boiler is I think, now about ten years old, so very likely time for a new one.
Is Worcestere Bosch the go to ? If so, which model ?
Two bed flat with two people and electric shower and four rads.
And finally - how do I know this issue wont appear with a new boiler ?

The inline things are scale inhibitors. Not really a softener but do help. We live in north wilts, a very hard water area. The kinetico was £1200 fitted and uses about a quid a week in salt block.What's the running costs if one?
