Treat it like wallpaper then.No apostrophe in areas btw.
Stay away from wire wheels in angry grinders, I don't know wtf that idea comes from unless the walls in your kitchen are granite or something.

When repainting give it a mist coat of pissy contract matt (or Screwfix paint for new/bare plaster) before carrying on.
Had this exact problem when decorating the spare bedroom. Got the paint off with a window scraper, but that was hard work. I'll try a wallpaper steamer when I do the rest of the rooms.
