New Build - Water Usage / Flow Restrictors

I'm about to buy taps and I'm aware that there are some ridiculous water usage regulations imposed upon me.
None of the taps I've seen have flow restrictors and frankly I don't want them.
If I want a bath 2ft deep I'll have one whether I have to wait 5 or 10 minutes.
I asked the Council B Control guy today whether restrictors that fit in the pipes are acceptable (as they are easier to remove than changing the taps after inspection) he replied that he doesn't inspect them regardless.
So is it a bullst paperwork exercise or does my plumber have to certify that the declared flowrates have been met ?
