Central Heating Controller - What can I do

As we're about to begin another season of heating I thought I'd post here to ask some advice from people who know a little more than me.

I have a typical 1960s 3 bed semi with a valiant condensing combi boiler and a wireless (I think) controller in my downstairs hallway.
This controller is the cause of my problems.

I want to be able to timer set the heating to come on once in the morning and once in the evening, to a temperature that I set.
If it's not in those 2 time periods then I want the system to stay off.

What has happened ever since I moved in is that the system comes on and off as timer set but outside of those times seems to think that I want the house at 16c and so is running all the time (I normally set my heating to 14c as I find that comfortable)

Would changing to something like NEST or similar solve this?

It's a Honeywell controller but I have no manual for it, I tried to lower the temperature during the "system off" time period (if that makes sense) but a short time later it's back at 16 degrees again, it's driven me batty ever since I moved here, but until recently I was only in the house for a few weeks a year so it didn't really matter... now that I'm back in the UK full-time it's a little more important.

Why didn't I think of checking that... I just Googled it and you can set the NEST to whatever frost protection temperature you like... question is though, can you set it to just come on and off twice a day!
