If your dog is not on a lead, and despite being asked by an officer, you still decline, then you can be fined.
A fine is the responsibility of a court .( being pedantic) .It means tht you can be given a Fixed penalty ,and if not accepted goes to a Court ,who have the powers (and only them) to issue a fine
