Armed tresspass is a serious offence and will get his shotgun cert revoked. You can comit this even if the gun is not loaded and in a slip.

Interms of fencing I'd be putting something up on my side to stop the sheep coming through the hole in the fence. Try a temporary electric horse fence. Farmer over the back of me used one to keep sheep in his field for a few weeks a month or so back. The small plastic stakes should go into the river bank.

Lot of good pointers above - but also instead of looking to fence on your land what is the position re fencing on his land ?
I hate to use the word 'legal' as it costs money, with only one winner. Is there a proper procedure enforcing him to fence (as suggested above), then doing it yourself if he fails to act, and going to court to get the costs back - especially if you submit some hefty (OTT)quotes based on what you will claim back.
Just because he's to lazy to deal with a water supply !

Yes electic fence to keep them away works and I'm not sure about welsh sheep but on this side of the border sheep drink not much I grant you but during lambing they do far more to keep up with milk supply.

This, licence will be removed, sounds like a bully,a visit from the police will show him you will not be pushed around, either that tell him on the sly that if anything remotely happens to any of your dogs he will be found in a manner that looks like he has blown his own brains out.
We all know that farmers that appear to have shot themselves are in fact killed by people they have pissed off smile (thats a joke by the way)

Don't laugh, but one Highland village I lived in ,the dogs had sheep problems. It wasn't uncommon for a small dog to get chased or worse by a sheep or ram .

Sheep aren't cuddly balls of wool. Rams are very,very scary, seriously scary!

YEP - Same time period, late 60's, elderly banker had washed & polished his wife's P & J, a nice looking Rover 2000 in racing green. He went indoors for a cup-pa, when he heard " boom,boom", to find a ram heading off down the street,and his nice shiny Rover ,with severe dents on the passenger side. Seems that ram didn't like the one he saw in reflection ,and attacked . Oh, I've never really felt sorry for bankers, but this one did raise a laugh or two .

Build a fence next to his on your side, I wouldn't do it the other side of the stream giving him access as if you leave it and forget after a certain time period he can lay claim to it, hence you lose some of your land.

There is no law against you fencing your own land and if the fence stands on your land he can't do anything about it.

As has been said he can't discharge a fire arm on your property without your permission, nor can he stand on his land and shoot over your land without your permission.

OP have you spoken to the police about this? He might very quickly decide to fence his land after all.

I think you will find if it's the OPs fence line then it's his responsibility to make it safe. European payments if any are being claimed require the borders to be maintained.

Your land, your boundary, your fence and he would be a fool to touch it as it keeps his stock in. If he claims rights to the water and your land has never been fenced then you may have a problem there as he might have grandfather rights to water his flock.

Hmm, a webcam set up filming the fence might be a good idea.

And what have the police said about his threats to come onto your land with his shotgun and shoot your dogs?
