Mostly floof.
Not entirely The Norwegian Forest cat is strongly built and larger than an average cat. Adult females weigh 3.6–8 kg (8–18 lbs); males, 4.5–9 kg (10–20 lbs).

Lots of floof, and big bones too. I groom him most days, but there is matting on his chest he refuses to let me at. We have had him only about 6 months, I suppose he has come into his winter plumage, and I thinks he's put on some weight since his little visit to the vet for neutering. He's not easy to weigh, not caring to be popped into a shopping bag and hung from a luggage scales, but he's about 4 kg, maybe a little more. (I must get a bathroom scales, weigh both of us, weigh me, do the math..)
Geez, up to 9kg? I better keep on his good side. I'm not certain of his provenance, it's thought he is at least part NFC. He spends most of his time outside, then turns up in the morning on the kitchen windowsill and scratches at the glass.
